Norway's weather is usually cold during the day in February in the far south where the biggest cities such as Oslo are. This region has about 2 sunshine hours and about 9 hours of daylight on average. It might feel gloomy. The ski resorts are in peak tourism season.
Southern region: The big cities such as Oslo, Bergen and Stavanger are near the southern coast at about 60° degrees latitude, and the highs only reach about an average of 3°C (37°F). The average nightly lows are approximately -3°C (27°F). There is moderate rainfall/snowfall.
Northern region: Arctic tourism towns such as Tromsø are within the Arctic Circle and north of latitude 69°. The average daily highs are about -1°C (30°F) or below. The lows are -6 (21°F) or below depending on the latitude. There is moderate snowfall with only 1 hour of sunshine and 7½ hours of daylight on average.

1. Oslo — Experience Norwegian Culture and Visit the Highlights
By the middle of February, there already are 9 hours of daylight in Oslo, so the days might start to feel normal to you. However, January and February are the two coldest months, so this keeps tourism low in Oslo, in fact the lowest touring prices in the year.
The average daily high is 1°C (34°F), and the average low is -5°C (23°F). The snowfall is low. Extra daylight compared to the beginning of winter makes it easier to see the city's highlights such as the Viking Ship Museum or shop along Bogstadveien. There are only 7 days of low rainfall/snowfall.
The nearest fjord to Oslo is a huge one called Oslofjord. It is 100 kilometers (62 miles) long and accessible by a short ferry ride from Oslo. You could tour it by boat. Nordmarka forest is a good place for snowshoe treks. There is 79% humidity, which means much frost.
2. Bergen — Visit a Historic City with Much Historic Architecture
The strong, warm Gulf Stream current reaches Bergen, Norway's second largest city and one with a strange German history. Beautiful fjords spread north and south and is one of the natural highlights. The average highs are 5°C (41°F), and the lows are 0°C (32°F). There is high snowfall/rainfall.
In the 1300s, Bergen became an important German trading port. The Germanic history is related at the Hanseatic Museum. It rains or snows an average of 18 days each February, so when it is inclement, you could also see Bergenhus Fortress. Kids like the Bergen Aquarium.
There are about two hours of sunshine on average, and when the weather is fine, a striking, picturesque highlight is the beauty of Sognefjord, Norway's deepest and longest fjord. The sun strikes the crystal-clear waters making them sparkle as the striking cliffs mount upwards.
3. Lillehammer — Do Winter Sports in One of the Best Ski Resort Areas in Scandinavia and Eat Wild Norwegian Food
In February, the temperature is still low enough for some snowfall and good fresh snowpack in the high mountains around Lillehammer. There are five ski resorts with a variety of runs from those used in the 1994 Olympics to those best suited for children. There is low snowfall in February.
Lillehammer's daily highs are -2°C (28°F), and the lows are -10°C (14°F). There are about 2 hours of sunshine daily on average. February is a good time for those who want to travel on a budget and have great skiing because compared to other skiing months, there are fewer people.
Lillehammer is conveniently only a 2-hour drive from Oslo. The best ski resort is Hafjell, where there are museums, Olympic facilities, and good dining and shopping venues. It is known for national parks, spectacular mountains, and cross-country skiing. It is also known for its rich food heritage including wild food.
4. Tromsø — Enjoy Experiencing the Northern Lights, Eerie Twilight, Sports Adventures, and the Cuisine
February in Tromsø is an attractive mix of lower prices compared to the peak travel times and more light for outdoors activities. You can experience how quickly the daylight replaces the night hours and long soothing hours of eerie twilight for outdoors activities.
Tromsø is called the Gateway to the Arctic because it has an international airport and is in the Arctic Circle. People use it for journeys further north such as Lapland or Longyearbyen. The average daily high is -2°C (28°F). The nightly lows are around -6°C (21°F). There's about an hour of sunshine daily.
The roughly 7 hours of daylight allow more time to see the scenery as you go on snowshoe hikes, dog sled, reindeer sled, ski cross-country, or fishing. People love seeing the northern lights, the stars, and the eerie long twilight. You can enjoy Sami cuisine, gourmet international cuisine, and dinner cruises.
Crowds and Costs for Traveling in February
Most of Norway's tourist highlights are in low season in February, and even many of the ski resorts such as those around Lillehammer are in low to moderate season. However, the extra daylight and sunlight is a decided advantage for touring around and enjoying the outdoors.
The urban areas are in low tourism season, but some of the far north arctic adventure towns are in more moderate season with people there enjoying mystical, long twilights.
The celestial fireworks of the auroras still appear in the sky to add to the fun and adventure, and they also provide some more activities in nature. Fares for flights and hotel accommodations are generally about the lowest in the year.
You might want to book ahead if you are planning to go to a ski resort town or one of the arctic towns.
There are no public holidays in February.
What to Wear in February
For comfort, dress in layers with a heavy outer coat. Since the weather is milder along the southwest coast of Norway due to the Gulf Stream, if you are going there, bring raingear.
